Growth of small and medium business
Over the last decade, there has been an active growth of registered representatives of small and medium businesses in the EXPERT Entrepreneurs Service Center. In 2012, their number was 676 units. Due to the fact that the share of such entrepreneurs has grown by 33.5%, we can easily talk about the favorable business climate of Kazakhstan.
It is impossible to ignore the fact that during the last 5 years the Kazakhstan economy has been actively developing, thereby stimulating the growth of small and medium businesses.
Analysts of the World Bank annually conduct research of favorable business conditions in 190 countries. The results are recorded in the report that is published in the world-famous economic scientific journal “The Quarterlu Journal of Economics”. Its first issue was released back in 1886.
Based on this research, the “Doing Business” rating is formed - the most objective external evaluation of reforms that are being implemented in the country to improve the business climate.
The rating analysis is based on 10 indicators:

Obtainment of permissions for construction
Registration of property
Receiving of loans
Protection of investors
Performance of contracts
Connection to the power supply system
Thanks to “Doing Business” we can analyze the life cycle of entrepreneurship: from opening of enterprises to their liquidation.
The analysis is based on a comparison of opinions on the actual business reforms of a particular country, participating in a survey of the World Bank experts. This evaluation allows determining the competitive advantages and investment attractiveness of different countries.
The research separately highlights the reasons that prevent from development of entrepreneurship, advices for their overcoming and ways to develop the business climate.
For leaders of countries, the “Doing Business” rating is an important reason to review the normative acts regulating the activities of small and medium businesses.
Kazakhstan also participates in the global rating on introduction of favorable business conditions. Over the year, the country rose by 8 positions and in 2018 confidently took the 28th place, leaving behind Spain (30th place), France (32nd), Poland (33rd), Portugal (34th), Switzerland (38th), Japan (39th), Turkey (43rd).
The Republic also takes a leading position among the countries of the Eurasian Economic Union. Russia (31st), Belarus (37th), Armenia (41st) and Kyrgyzstan (70th) are below in the rating.
Position in the rating directly affects the regulatory climate in the conduct of business. The higher the position, the better the climate.
The country index is an average indicator of 10 equivalent indicators.
Kazakhstan took the 1st place among 190 countries of the rating on the indicator “Protection of minority investors”. The Republic took the 18th position on the indicator “Registration of property”. For the second year in a row, our country took the 4th place in the rating of countries on the indicator “Provision of performance of contracts”.
According to the indicator “Insolvency resolution”, Kazakhstan took the 37th place, “Registration of enterprises” – 36th, “Taxation” – 56th, “Obtainment of permissions for construction” – 35th, “Connection to electric networks” – 76th, “Receiving of loans” – 60th and “International trade” – 102nd place.
Special attention is paid to business in Kazakhstan. The common efforts of government members, businessmen and ordinary citizens are focused on getting our country into the top 30 competitive world states. After all, the achievement of this task will ensure a better standard of living for Kazakhstan people.
